"Wendy" is trolling you. This is Japanese, not Chinese, I believe depicting a monk though this is not my area. I. Nagy may be able to help

Your scroll is Japanese.
The lenghty religious inscription showers praises on the pictured Buddhist layman.
Colophon of the inscription,
二重堂主人 - By Nijūdō-shujin - Master of the Duble Hall - (Pseudonym)
一雲賛   - Ichiun, complimented - (Art-name)
畫者并書  - Painted and Inscribed
Name under the picture,
与華繪   - Picture of Yoka - (Buddha name of the depicted layman)
Seal,
來友齊 (斎)- Raiyūsai - Pseudonym

Neither the artist nor the painted layman can be identified.
