Thank you for your response. Does Qiu Seu Deng use another name? I do not find any information on him. I might not be referencing the right resources.

"Wendy" is trolling you. This is Japanese, not Chinese, I believe depicting a monk though this is not my area. I. Nagy may be able to help

Your scroll is Japanese.
The lenghty religious inscription showers praises on the pictured Buddhist layman.

一雲賛   - Ichiun, complimented - (Art-name)
畫者并書  - Painted and Inscribed
Name under the picture,
与華繪   - Picture of Yoka - (Buddha name of the depicted layman)

來友齊 (斎)- Raiyūsai - Pseudonym

Neither the artist nor the painted layman can be identified.
