Message I am sure Ernest will provide a more learned answer than I. Below you will see a piece of your plaque. The two arrows point to areas where a modern rotary tool was used to carve the scrolls. Image using a small flat rotating disc to carve those locations and you can see what I mean. Below that is a close up of a piece of jade currently up for auction in Australia. Note the fineness of the details of the bird's foot, feathers, and head. In short, taking a photo, blowing it up, and examining it closely, will go a long way to telling how it was made.
