Subject:A blue white charger/plate . Uncertain of make.

This is a blue and white charger with raised motifs, in an enamel of sorts, on an oddly tinted ground, from the same person as the others I might collect.
They believe it is vintage but looks a bit older. Perhaps some info. They wish to garner info on this, so I am posting with all permissions to ask with photos.
