The inscription is a citation from Du Fu`s poem titled "Drink Songs of the Eight Immortals" (飲中八仙歌) in my rough translation.

張旭三杯艸聖傳
脱帽露頂王公前
揮毫落紙如雲煙
Zhang Xu whose nickname "Grass Saint" passed down,
drunk three cups of wine,
then took off his hat and exposed his head in front of princes and ministers,
once the brush was drawn and dropped on the paper, an excellent cursive work like clouds and smokes was created.

Left side,
張旭 Zhang Xu*

Right side,
筆モタヌヨシ He doesn`t need to have a brush

*Zhang Xu, Tang Dynasty poet and calligrapher

No signature, no date.

Dear Stephen,
It was painted in Japan by an unknown Japanese artist.
The use of classical Chinese language and topics always have been a commonplace in Japanese art.

Thanks for clarifying that. I always thought it was Japanese but without any clear understanding of why that should be. Thanks again, Steve
