A sharper focus picture of the last line of colophon (on the left with seal) would help a lot.
Title reads,
天馬載信　- Fine horse carries confidence

Former dierector of Nature Watch Research Institute Luo Maoquan

The seal imprint is illegibly faint.

Luo Maoquan 雒茂泉 1932-
Retired aviation and automobile engineer, scholar in theoretical physics, known as China`s Einstein. According to the Chinese Sogou Online Encyclopedia
Luo claimed that he had discovered the "law of nonlinear projectiles" and a total of 10 physical laws , such as "grand unified field theory" which completely rejected Newton`s law of universal gravitation and Einstein`s theory of relativity.

Dear Mike,
The answer could only be found out from the scientist himself. The majority of educated Chinese practice painting and calligraphy at some level. It is certain that many amateur painters acrross China copy and imitate Xu Beihong`s horse ink paintings. I myself have seen lot of Xu Beihong imitations throughout China, painted by unknown painters.
