Subject:Signature Translation & Provenance

I am ia American and I am interested in knowing more about a piece of water color artwork that I was given by my mother. I love the artwork and would like to know more about the artist, so if you could translate the signature and provide any information on the artist it would be greatly appreciated, thank you.
