Subject:Need help identifying Chinese Vase

Hi all!,
Just bought this old vase. I would greatly appreciate any help translating the script on the side and possibly the faint base mark. Thanks much!

I'm sure I.Nagy will benefit both of us. I can't see all the characters in the red base-mark, but the last two lines on the left of the inscription seem to read "Made by Gao Mosheng (高茉盛) in the JiWei (己未) year, which I believe probably was 1979 on the 60-year astrological cycle. Only problem is there's no potter by this name found anywhere in China.

The truth is out there somewhere.

Bo* with the qi (zither) and the song
is a famous sentence of the ages
In the Summer Month of the Year of Earth-Sheep (1919)
Painted by Gao Rongsheng
Base mark,
書画改良 - Shuhua gailiang - Reformist painting and calligraphy

* Bo(Ya) 伯牙 was a famous qin (zither) player during the Spring and Autumn period

Gao Rongsheng 高榮盛 was a famous porcelain painter at the end of Qin Dynasty and beginning of Republic era.
