It is Chinese、
Inscription,
異郷人一枝春 A stranger facing one branch of spring
Signature and seal,
石屏 - Shi Ping (Surname and given name) or
Shiping (Art-name) - Unidentifiable

On the Chinese language net I found a posting looking for the identification of the same painter (same signature same seal) - no answer)

The painting is executed quite well in the style of Zhao Shaoang. Even the calligraphy has his manner. So this painter is probably a supply line for Zhaos paintings....
Its not the worst model to follow.
