Would be interested to see what is depicted in the picture. The first character of the inscription or signature is written in such an idiosyncratic manner that it could be read 高 or 文
Version 1,
高波 - Gāobō - High wave - If a big wave is depicted, it is the title of picture
Version 2,
文波 - Wénbō - (Art wave) - Pseudonym - if there was no wave in the picture
Version 3,
文波 - Wén Bō - Surname and given name
Seal reads,
朱九 - Zhūjiŭ
Depending on the aboves it might be pseudonym, given name or courtesy name
