It is Japanese,
大日本　　- Dai-Nihon - Greater Japan
薩厂燒　　- Satsuma-yaki - Satsuma ware
玉秀画　　- Gyokushū-ga - Painted by Gyokushū　

Late Meiji or Taishō era product.

Thank you for your kind response - do you have any idea if this would be used as a vase or planter? It has some unusual holes around the top.
