Greetings: Can anyone here translate the inscription on the bottom and the maker's mark on the back of this Japanese bronze? Also, any ideas as to the age? Thanks!

Inscription on the back,
上水道第一期擴張竣工記念
和歌山市　
Commemoration of Completion of the Water Supply Extension's First Phase
Wakayama City
(My internet search resulted in the date 1926)
Mark reads,
青峯　Seihō

Unfortuntely, I can't find bronze founder/sculptor by that name.
