Li Gaofeng 李高峰　
In absence of valuable online references (signature and seal) I can't decide if the painter of this picture is the same as the famous peony painter Li Gaofeng (Same characters).

President of Flower and Bird Art Research Association
5th generation disciple of Xu Beihong, known as "Peony King"
