This seems to be a smaller than original done study copy after a composition of Kawanabe Kyousai. So it would be wrong to call this a forgery.
The signature and seal also are imitated with a brush. The quality is rather poor compared to what should be expected in the original.
Its dated Meiji 18, so 1884. Not sure this date reflects the original or the copy, but probably first.
