Despite the horizontal distortion, its fair to say your moon flask is at variance with the Yongle period in aspects of the dragon's portrayal and a mark that's questionable for its location and unframed. The handles and decoration differ from the example shown below, one of two Yongle moon flasks of the same form from an early Sotheby's auction in Hong Kong in 1981. It has a plain glazed base.
I've seen handles similar to those on your vase on Taiwan reproductions, though there's an equal chance it was made on the Mainland circa the 20th century 3rd quarter or later.
