This print shows people moving furniture away. It certainly is satirical, but what about? Reading the title might help me...

i think that the picture is meant to caricature the "courageous" behaviour of people fleeing probably from a doomsday prophecy.
Title;
ときゃうのはらの上 Dokyō no hara no ue
About the courage of some people
Inscriptions,
People by the cart,
Now,now, while you can, run away with your head clerk and wife to Shiba.
Man pulling the cart;
We have to make a lot of money at times like this.
Man with a large pack on his back;
Sell the house and move back to the countryside,fast, fast..
People who stay behind are labelled;
Desperate courage,
Daredevil couraage,
Not enough courage,
Courage of lie etc.
