Subject:Bronze seal - shape of a foo dog

I picked up this bronze seal in the shape of a foo dog. It is 1.25" high. Any ideas on the age, purpose, or translation?

My tentative reading;
律法 - Lüfă - Laws and decrees

Could the second character be Cha 茶 Tea

I probably overthought the 2nd character.
茶 "tea" seems to be more realistic reading.
Then, the question arises from which direction to read the seal.
Reading from the right to left (traditional reading direction)
律茶 Lűcha
Can be the name of a tea brand.
Reading from left to right (non traditional reading direction),
茶律 Chalű Tea law 
This may also seem convincing, but I can`t find such a Chinese law on the Chinese language net.
