My reading and rough translation,
野色開烟後　山光澹月餘
When the mist rises from the dales (fields)
The mountains are full with the pale light of moon*
戊戌　-　In the Year of Earth-Dog (1958 or 2018)
五月　-　In May
陪堃并題 - Painted and inscribed by Peikun　-Given name)
Upper seal,
呉印　-Seal of Wu - Surname
I can`t decipher the lower seal.

Unidentifiable artist,

* A short poem from the Tang dynasty poet Li Qiao
(李嶠)
