If the open end is round rather than oval then it certainly resin.
Unusual with camels. The level of detail is missing which further suggests resin.
Perhaps a hot pin test.

I agree with Mark.
I see no Schreger lines, grain, or anything else in the photos which makes me feel like the material is ivory or bone or carved.
At the same time I see a lot in the photos suggesting molded resin.
That is, the selectively high polish fantasy camels, what appear to be ridges, bubble voids and pimples from the mold, and the simulated cracks in the black end "carvings".

The fact that there was no photo of the cut "end" of the object which would be the first thing one would look at for determining the material is pretty informative.
I assume the piece originally included a molded resin base.

Check out the link. You will need a decent magnifying glass and look at the smooth part of the horn.

You can also take it to a reputable jeweler and they should be able to tell you
