皇帝立國維初在昔嗣之稱王
The emperor established the country,
but its history was in the past,
so he became King of the next generation

This is the first sentence of the known inscription from the Stele of Mount Yi dated BC 219 a.k.a. Edict of the First Emperor (survived in re-carved copies)
