Subject:Annamese bronze charm

I believe this is charm of annamese emperor Thanh Thai (1889 - 1907). Am I right? I would be gratefull for translation on inscription of the reverse of charm. Maybee it is coin and not charm.

成泰通寳　-　Thành Thái Thǒngbāo　-　Thanh Thai Coin
On the tail of the real coin in circulation 十文　"10 văn" was indicated.
The inscription on the tail of this charm coin reads、
王也憂臣　-　King worries about ministers
