I have this lovely wood mounted stand with calligraphy and gold dragons surrounding it. I assume this is not very old but I was wondering why they are made it is a feng shui item? Help with deciphering some text would be appreciated

A 13th century reading primer consisiting of Confucian tenets in lines of 3 characters.

It could be max. 20-30 years old.
