Subject:Need help identifying Japanese plate

Hi All, I would appreciate your help in identifying this plate. I assume it is hand painted, however, the design is almost cartoonish. The mark is difficult to make out. Thank you in advance!

Bottom marking reads,
高坂造　-　Takasaka-zō

Most probably Yokohama export porcelain from the end of Meiji or beginning of Taishō era.
