Main inscriptions,
白浪五人若衆 - Shiranami gonin wakashū - The Five Young Men of the White Waves (Series)
市川左團次  - Ichikawa Sadanji (as a Young Thief)
豊原國周画  - Painted by Toyohara Kunichika

It was published in 1877.

Yes, it is by Toyohara Kunichika (signature above head). It is part of a pentatych titled "Shiranami Five Young People" (assuming the google translator works). It was printed in the 10th year of the Meiji era (1878). You can see the five pages at the link below.
