Artist's signature,
一勇斎國芳画　-　Painted by Ichiyūsai Kuniyoshi
Publisher's mark,
重、　(Yamashige) Iseya
The censor's seal with the date is too far to read.

It is by Utagawa Kuniyoshi
Ichiyūsai was his pseudonym.
