The mark reads QianLong, but I can't see any relationship with the period from the style writing.

The base is not the right shape for ivory.
Highly likely to resin.
Further images are needed to verify either way.

I'm sure you realize that this is made from resin. Note that conchoidal chip at the bottom in the photograph.
