The artist's name seems to be 吳玲 WU Ling (should be a female painter) from the signature; am not sure what the accompanying seal reads. This is not an uncommon name, so may be difficult to locate this person. Date is equivalent to spring 1983.
The rest of the inscription describes the scene illustrated: an imperial concubine from the Tang era who along with others was kept in chambers at the Shangyang Palace along the Luo River. There they supposedly inscribed poems sharing their loneliness on red autumn leaves and floated them downstream on the river. Here the buildings depicted seem more like those in Suzhou gardens built in Ming times than a Tang imperial complex.
