The website gotheborg.com attributes this mark of "Fukagawa Sei" (深川製 - "Made by Fukagawa") to the 1900-1920 period, which indeed ensued the establishment of Fukagawa Seiji in 1894.
A glance at the replacements.com list for Fukagawa dishes didn't turn up a pattern match for yours, though quite a few patterns had no accompanying pictures. I know that Fukagawa made quite a few dishes and decorative porcelains that were sold though American military exchanges in the third quarter of the 20th century. Many had the same mark, but not hand-written, as yours appears to be. Since the stamped or transfer-applied marks generally were a sign of later manufacture, it would seem that your great-grandmother's set probably was acquired before World War II. However, if your great-grandfather served in the Korean War (1950-53), then it's possible that the dishes could have been acquired in Japan around that era.
