Looking for help to identify what the text says and possible artist and hopefully a time frame as to when this may have been painted.

Again thank you so much I. Nagy. Just to make sure I understand when you say "unidentifiable artist" in this case is the artist not Liu Yansheng.

The artist is Liu Yansheng, but his name connot be found either on the Chinese language net or in the painters' identification dictionaries. Probably an unknown or little known artist.
(I just noticed that I had omitted the surname of artist from the reading of the seal. The correct reading is;  劉延生 Liu Yansheng)
