Could anybody tell me what does the mark say and when this teapot was made? I placed the mark both ways because I don't know how it's supposed to be. Thank you in advance!

This appears to be the seal-script mark of Chen Mingyuan, who worked at Yixing during the Kangxi-Yongzheng period. Original pots by Chen are few and far between nowadays except in museum and other major collections, although they occasionally are featured in sales by principal auction houses. Serious Yixing collectors in the forum will be able to comment further,

It's a pity you didn't share a picture of the pot itself.

But looking at seal impressions of genuine pots by Chen MingYuan, the mark here is different, if similar. The form of the characters is close, but a skilful seal carver could carve a stone as close as that to the original.

But more importantly, all the full name seals I could find were based on a square format not a circle.

It is not uncommon to find modern teapots with marks in the name of some famous pot maker of history. These are sometimes referred to as homage pieces. This does not necessarily mean the pot is less well made, but rather shows respect for the older master's work.
