I believe this mark reads down and across from the top right in seal script as "Fang Da Qing Qian long Nian - 仿大清乾隆年 in standard script), meaning "Copy of the Qianlong reign of the Great Qing Dynasty". The dish probably dates to the early third quarter of the 20th century, during the beginning years of the PRC era.) Oddly, the figures are depicted as Japanese.
