It is Chinese,
Signature reads,
橆名　variant of 無名　-　Moming (Wuming) - Courtesy name of the Qing Dynasty painter;
陳字　-　Chen Zi 1634-1713
Painter from Zhuji, Zhejiang.　Was good in　landscape, figure and flower painting.
