Message Signature and seal read 明鳳, meihou. The character on the scroll is tiger, tora. I can see why you connect this to Takeuchi Seihou. The name and the style of signature and seal are pointing there too, but I have not the material to identify the artist. The son is also called Takeuchi Meihou, but is written 竹内鳴鳳.
