It's exactly the same as the top.
Only the characters 申 and 候 are written in their practical, abbreviated forms, which were mainly used in correspondence during that era
In Meiji-period Japanese-Chinese hybrid texts, “~ "wa soto ni” is a fixed, formulaic phrase meaning “treating as a separate case” or “excluding ~.”
It serves almost the same function as the modern expression “~ no hoka (or ‘other than’).”
