Nagy-san,
Transcription of the commentary by Saitō Mokichi 齋藤茂吉, poet and psychiatrist, on Itō Chūta's sketch titled Wilson Gravely Ill (Showing Signs of Madness) ウイルソン重病 (発狂の気味あり)would be greatly appreciated. As would any signature in the commentary.

くす〜茂吉按じて云
東海の日いづる
國に藥あり
しづかに眠れ
日は日、夜は夜


Kusu-kusu Mokichi anjite iu
Tōkai no hiizuru
kuni ni kusuri ari,
Shizuka ni nemure,
hi wa hi, yoru wa yoru
ya

Mokichi chuckled and remarked:
In the land where the sun rises in the East, there is a remedy.
Sleep peacefully.
Day is day, night is night !

* 乎 is an exclamatory particle, used in Sino-Japanese
