A transcription of Togawa Yasuie's 戶川安宅, signing as Zanka 殘花, commentary above Itō Chūta's attached September 20, 1919 sketch titled The Streets of Tokyo東京市街 would be much appreciated.

Here is how I interpret it:

百万の女餓鬼 男餓鬼か　火の車　水の車に追はうとあはれ

Hyakuman no onna-gaki, otoko-gaki ka, hi no kuruma
mizu no kuruma ni ou* to aware

A million female and male hungry ghosts — how pitiable that they are chased by the chariots of fire and the chariots of water

* 追はう　=　追ふ　=　追う　ou - historical orthography
