This figure is called Budai (Chinese) or Hotei (Japanese) representing contentments and aboundance, one of the Seven Lucky Gods.

There were several artisans and artists active during the Meiji, Taishō, and Shōwa periods who went by the name “Kogetsu". This mark was also sometimes indicated on handicrafts intended for export and on folk-style workshop pieces.

To determine the type of material, I recommend using the needle test.
Heat the tip of a sewing needle with a lighter or similar heat source until it turns red, then press it against an inconspicuous area, such as the bottom, for a few seconds. Results: If there is a plastic or vinyl odor and the needle pierces or melts the material → Resin (synthetic resin). If there is a burnt odor, similar to that of burnt hair or teeth, and the needle does not pierce the material → Ivory or bone.
