The attached commentary by Narusawa Kinbei signing as Reisen 玲川 on Itō Chūta's sketch titled China Refuses to Sign 支那調印を拒絕す, referring to China's refusal to initially sign the Treaty of Versailles, starts with よわむし (coward?), but while I can guess at some of the characters that follow that, I'm hoping you can fill in the rest.
