I'm baffled by the marks/symbols in the part of Sugimura Kōtarō's comments on Ito Chuta's sketch titled "Failure to Show One's Colors" 旗幟不鮮明 dealing with Turkey トルコ following the line that reads 月とはいじくも思ひつきけ. Help would be appreciated.
Following are the parts of his commentary I can transcribe:
ルーマニア 「まかり出でたる者はラテンのホーヘンツｦルレルンにて候ふ。」
イタリー 「雨ともつかず、晴ともつかず、兎も角も、先づ長靴だけ穿いておいて様子を見ばやと、存じ候ふ。」
トルコ 「さてもそれがしが旗印を半月とはいじくも思ひつきけ unknown るよ。春朧ろなる新月の unknown 〱、ぼんやりとしたる風 unknown 情かな。」

Turkey “Well then, I myself conceived the idea of using the crescent as our banner.

春朧ろなる新月の　〱 ぼんやりとしたる風情かな。"
The hazy charm of the new moon、the hazy charm of the new moon, in spring's twilight"

乁 is the alternative form of character 移　"change" "shift"
〱 is a kana vertical repetition mark

The lines next to the characters and katakana entries are used in song lyrics.
