I found this in a shop. lots wormhole in it. Doesn't look like only 50 years old. It's dated and signed on the last page. Can you help me translate it into English please

Muchisai-fukyūdōjin （The ignorant scholar who did not reach the path of sages）of the Eastern Stinking Capital at the Efu (Edo) Seiryū Seisha inn
scribbled this with a bald brush.

I couldn't find any monk with such a "worldly" name on Japanese language websites.
