The poem is Chinese, but the calligrapher is Japanese.

芳塘雨霽緑初肥
折得靑條串露歸
一樹残花喧闘雀
紅香満径撲人飛
信谷森功

After the rain in the flower pond, the plants and flowers are in full bloom
Dewdrops fall from the twigs that fall back
A tree with the remnants of flowers fight with the sparrows
Red fragrant flowers fall on the path and people

Shinkoku Mori Kō
Upper seal,
森氏信谷 Master Mori Shinkoku
Lower seal,
字一貴  Kazuki - courtesy name
Starting seal,
平主一片心 ca. Calm owner of a piece of heart

Moriyama Shinkoku 森山信谷 1838-1893
He was born in Sanjō City, Niigata Prefecture, and specialized in flower and bird paintings.
Shinkoku is also known as the "unfortunate genius painter" and is said to have few masterpieces because he indulged in alcohol.
