Subject:is it a boshin print

Please tell me the title and if it is a boshin satiric print.The print seems to be unsigned but bears a censor-like seal!?
Are there boshin war mons on the kimonos?
Also, what is written on the two red fans?

Shin-kudari hyōban karuwaza
New Downward Reputation Stunt

The image depicts one scene of the so-called "dezomeshiki" which take place on January 6th. each year in larger cities in Japan. This is an ancient festival where the firefighters gather to show new firefighting techniques and perform acrobatic demonstrations on bamboo ladders.
I am not sure about most of the kimono patterns, but several patterns on the left side can be recognized as part of the Chōshū Alliance.
In the foreground of the image the shōgun is depicted (with the 将 character on his kamishimo) in the center surrounded by topknot haircut (chonmage) samurais - representing the old order.

The print is signed (left side)
了古画 Painted by Ryōko

Sumida Ryōko 隅田了古 (Year of birth and death unknown) - was an ukiyo-e artist from the Edo period to the Meiji period.
Censor's seal,
戊辰七 Boshin (Year of Earth-Dragon) July (1868)
Other seal,
定 (Sadame) -Determined

Red fans,
Left side; 勘 Kan -Intuition
On the top: 一丁 Icchō ca. All-or-nothing

I have tried to look up books on the kimono patterns depicted on fushingas, but the very few
ones that probably deal with this subject are all out of print.

Some additions to the patterns,
The pampas grass is from the Tenshō-in, the goldfish is from the Emperor, the ladder is from Tokugawa Yoshinobu, the Dianthus is from Princess Kazu, the spider web is from the Arisugawa-no-miya, the bonito flakes are from the Tosa Domain, the butterflies are from the Chōshū Domain, and the candles are from the Aizu Domain. , clams are from the Kuwana Domain, shōgi pieces are from the Tendō Domain, sparrows are from the Sendai Domain, rice bales are from the Yonezawa Domain, and radishes are from the Owari Domain.
