Can anyone tell me who the artist is and what the calligraphy says?

These are the lyrics of Japan's national anthem.

君か代は千代に     Kimigayo wa chiyo ni
  やちよにさされ石の yachiyo ni, Sazare-ishi no
 巌となりてこけの iwao to narite, Koke no
  むすまて musu made
華月 Kagetsu (Signature)
華月 Kagetsu (Upper seal)
I can't fully decipher the lower (leisure) seal

May your reign
Continue for thousand
eight thousand generations
Until the tiny pebbles
Grow into massive boulders
Lush with moss

Unfortunately, I cannot identify the calligrapher/painter.

For technical reasons the alternative kanas are
represented in their modern forms.

This is a leisure seal with the motto of artist.
Except if the artist is not very famous, such leisure seals are not accounted for.

I can't read the third character(X).
書道X語名註大巳 ca. X calligraphy is noted highly
auspicious
