Hey,

Since I noticed nobody could help (including me), I’ll try to figure something out, okay? First of all, the poor quality of the photograph makes everything very tricky to decipher.

I ended up "inventing" some parts where I couldn’t understand what was written, especially toward the end, but in other parts as well:

雷震元天授昊□有
載豊五穀人用事順風
及順城塘法正開筆江
**年孟春南木公谷**

The thunder shakes the heavens, and the vast sky bestows its power; [uknown character here] exists. "Carrying abundance, the five grains are used by the people, and the winds are favorable." Extending to the orderly city walls and dikes, the laws are just, and the brush opens the river [Missing characters] year, early spring, South Wood, Lord of the Valley, [missing characters]


Not much, but I am sure someone could do it better.
