I purchased this at an estate a few years back and wonder who might have drawn it?

This is intriguing, because althought I do not know certainly if its written

晴 方 斉 or 晴子斉 Haruko sei or Seiko Sai

Neither of them is known artists from 20th century japan (like this artwork seams to be) or even it sounds correct names. I think to my self the first character definetly is "晴" (Haru or Sei), but the last two ones I am not sure. Sorry.

Here it is only the second character that somewhat contradicts the very broadly interpreted rules of cursive writing,
My reading proposals;
晴高作 Harutaka-saku - Work of Harutaka or
晴齋作 Seisai-saku - Work of Seisai

(齋 could be either 斎 or 斉 (齊) ) 

Unfortunately, the seal, which imitates the cursive writing, is also indecipherable to me -
could be the surname of artist. It might be
関 ”Seki”?

Either way, neither version can be found on the net.

I am wondering if the seal replicates the artist's name/sobriquet as in the inscription, but with the upper character that resembles つ being a cipher or variant for 晴 analogous to the Chinese use of the 説文解字 version of 雨 (see the second image at https://wapbaike.baidu.com/tashuo/browse/content?id=2ad338d340bf5dcdacfbe9a6) these days as an alternative for 雲
