Looks like an anonymous Ming? or Qing (or trying to be Ming) work with a false attribution in the inscription on the painting that is repeated on the titleslip mounted alongside it to Fachang (Muqi), a 13th century Chinese painter revered today for Chan-themed works preserved mainly in Japan.

there's no point in making guesses, and there's not enough information in these photos for me to be accurate. the mounting seems Chinese but the heavy contour lines of the landscape are not typically Chinese (but could be the work of some local workshop painting decorative works for sale back in the day). can't see the seals clearly to see if they are (a) actual seal impressions, (b) not obviously pretending to be associated with some famous collection (as I don't think this picture rises to that level of quality), or (c) suggest Japanese or Chinese collectors. the titleslip includes a cyclical date but was added after the painting was done, so is irrelevant except to indicate that the inscription (and painting) do not post-date 1991, which isn't very helpful.
