Subject:Chinese Artwork: Identify Characters and Seal

Hello Friends,

I would like to identify the artist and/or period.

It is a chinese painting, mounted on a scroll with calligraphy (characters) & a seal. Would you be in a position to translate the characters/seals, advise any artist who this work maybe attributed to and the period(60 year cycle)?

Finally, is this Japanese or Chinese?

昇鳳 Shēngfèng - (Ascending phoenix) - pseudonym
Seal,
昇鳳居士 Shēngfèng jūshì - Shēngfèng layman

Unidentifiable artist
I don't think it's older than fifty years old.

this is Japanese, 20th century, probably on the more recent side, the artist using the name "rising phoenix" 昇鳳
