Upper seal,
廣瀬成徳 Hirose Seitoku
Lower seal,
龝山 Akiyama

Hirose Seitoku 廣瀬成徳 1865-1938
He was a general of the Imperial Japanese Army.
He was a good calligrapher, his pseudonym was Akiyama.

The text on the scroll is not completely legible due to the low angle.

Thank you for the straight angle pictures.
The text is written in a very difficult to read
archaic Sino-Japanese language about the Neo-Confucianist interpretation of the relationship between the emperor and the subjects.
I only translated the first line because of the time needed to translate it.
赫々日本自皇祖開闢父天母地
聖子神孫世繼明徳以照臨四海
之内是曰天皇..............
Since the creation of the glorious Japan, the heaven is the father and the earth is the mother, the sons, daughters, and grandsons of the sovereign, shall inherit the virtues of the world, and shall shine forth over the four oceans. Of the four seas, the Emperor is the one who is respected..................
