I want to identify the artist and period of this painting. Would you be able to translate the writing, ID the artist and the time period? I also woner what medium typically was used to paint on linen - ink or watercolor? Is this Japanese or Chinese?

Painting is Chinese.
Inscriptions,
為多山木樂 頻作泛舟行
戉申
新艖
Frequently go for boating for the pleasure
of mountains, woods and rivers
In the Year of Earth-Monkey (,,,,1668,1728)
- (Earth-Monkey years prior to 1786)
Xincha (New raft) - Pseudonym

Seal,
丙午 (Year of) Fire-Horse (1786)
Only this one Horse-Fire year falls during the reign of Emperor Jiaqing.

Seal on the right side,
嘉慶御覧之寶 Treasure Seen by Emperor Jiaqing
- Fake collector's seal

If the collector's seal is fake, then what can be expected from the rest. I couldn't find painter
with Xincha pseudonym neither on the net nor in my books, so I set the dating of painting to the Jiaqing Fire-Horse year. However, the picture itself looks much younger.
