There is no inscription, except for the 2 seals of the artist.
Would really appreciate your kind help on the artist’s info, please 🙏

p.s. While it has nothing in common and in the content, this scroll somehow remains me of the one I inquired on here a while ago (https://www.asianart.com/phpforum/index.php?method=detailAll&Id=125904) in which the color of the border on the front got transferred to the backing paper on the back, probably due to repetitive rollings over the years.

樵谿 Shōkei

Umemoto Shōkei 梅本樵谿 
Active during the Tenpō and Kōka eras (1831-1848). Was a disciple of Tani Bunchō.
I couldn't find any more detailed information about him.

As for interpretation, without knowing the historical background and relevant context, it would be hard to understand what is being conveyed … Based on the odd posture and expression. Is it a feeling of discontentment here…?

The depicted fish looks like seabream instead of carp. Seabream is generally recognized as high class fish in Japan.
